

The Polk County Sheriff’s Office provided a release today about the arrest of Cedartown woman who, according to an investigation they conducted, was using inmate debit cards she picked up via property release forms to help them get out of jail, but instead of that was using the money herself along with another inmate for personal gain.
The Sheriff’s Office took Jacquline Adreanna Lynn Ledbetter into custody on May 1, 2022 at 10:15 a.m. after the release stated that she was apprehended on warrants for her part in the scheme.
Sheriff’s administration officials explained in the release that an investigation began in late March after officials were made aware of “a scam involving individuals posing as affiliates with a bonding company” and started to look further into the issue.
Per Major Rachel Haddix, the jail administrator, an inmate complained that Rose had given him a number to call to help him get bonded out, but that instead was the number of his girlfriend, Ledbetter.
Ledbetter then got permission to take the card to get money out of the bank to help the inmate obtain bail and be able to return home. Instead, the card was used to add money to the commissary account for Rose and two other inmates at the jail. They racked up $45 orders weekly with the money taken, in total some $451.
Haddix did explain that bonding companies will routinely help inmates with money in their bank account get out by getting sign out permission to obtain their debit cards and make a withdrawal to cover bonding costs, but this was not the case in this particular incident.
Officials are not yet aware of any other incidents involving Rose and Ledbetter utilizing other inmate debit cards at this time.
Rose has been in jail since March on multiple felony and misdemeanor counts, including several drug-related charges. He and Ledbetter both remain in jail without bond.
Both are facing multiple counts of financial transaction card fraud and a theft by deception charge.

On March 25, 2022, Polk County Sheriff’s Office was made aware of a scam involving individuals posing as affiliates with a bonding company. During the investigation, it was found that a Polk County Inmate identified as Tommy Cecil Rose was coordinating with his girlfriend, Jacquline Adreanna Lynn Ledbetter, to have fellow inmates release their personal property to Ms. Ledbetter so that she could get them out. Rose and Ledbetter would then utilize the debit cards and other items for their own personal gain.
On April 30th, 2022, Sgt Joey Turner, the lead investigator on the case, was able to obtain warrants against Rose and Ledbetter. On May 1st, 2022, Polk County Deputies took Ledbetter into custody. Ledbetter and Rose are both being charged with 5 felony counts of Financial Transaction Card Fraud and 1 misdemeanor count of Theft by Deception.
Per Jail Administration: “The Polk County Sheriff’s Office currently has 3 authorized bonding companies that can post bonds: Bad Boyz Bonding, Bond James Bond, and Well-Done Bonding. Beyond using any of these companies’ professional bonding services, individuals may also post bonds by using real property, cash, or card.”
