Polk County Police arrested a man early on Sunday morning after a domestic violence incident took place in the Cedartown area, according to Polk County Police reports.
Officers arrested Joel Brown, 30, of a Cedartown address on Sunday morning, February 4 around 4:20 a.m. after police arrived due to a distressing 911 call.
Reports stated that Brown was found at the scene first by officers, and claimed he and the victim had an argument but that it had ended.
The victim walked up after police arrived and told officers that they had been dragged outside by the arm, was grabbed by the neck and struck several times. Brown also dug the keys and phone out of the victim’s pocket and told them they were “going to walk.”
Police noted the injuries still visible on the victim’s face, and that three children had witnessed the incident.
Brown was taken to the Polk County Jail without further incident.
He remained in custody as of this posting on a $2,500 bond for misdemeanor charges of battery under the family violence act and three counts of cruelty to children in the third degree for allowing a child to witness a forcible felony or family violence.
