State Rep. Trey Kelley, Ryan Dover booked on charges in hit-and-run case

The State Representative and driver involved in a hit-and-run indicted by a grand jury last week was finally booked on after a delay in the signing of arrest warrants last week.

Ryan Dover, 38, was taken into custody today without incident but remained in jail on a felony and misdemeanor charge.

State Rep. Trey Kelley was in and out of the Polk County Jail this afternoon after he was booked on a warrant for his arrested and surrendered to police without further issue, let out on a $1,000 bond on the lone charge of misdemeanor reckless conduct. The 33-year-old had no prior charges on his record.

Dover remained in jail on the felony charge of hit and run causing serious injury or death, and a misdemeanor reckless conduct charge as well. He remained in jail on a $15,000 bond. Of note, Dover’s record does include a 2006 misdemeanor battery charge as well.

Both men were indicted by the Grand Jury last week on the reckless conduct and Dover’s felony hit and run charge, and no other charges have been filed at this time.

The charges stem from the death of Eric Keais on September 11, 2019, when he was alleged to have been struck by Dover across from the Dollar General Market on North Main Street. Kelley’s involvement happened after the death, when it was alleged that Dover called him to come to his aide, and instead of calling 911 he contacted Cedartown Police Chief Jamie Newsome, who in turn contacted an officer to search the area.



Keais was found nearly an hour after the incident occurred and later died of his injuries.

Following the Grand Jury’s decision last week, the case hit a temporary hold up when both Superior Court Judges Meng Lim and Mark Murphy decided to recuse themselves to hear any legal motions in the matter, and required that an outside judge be appointed instead. That job fell to Judge Ralph Van Pelt Jr. of the Lookout Mountain Judicial Circuit for only the signatures required on arrest warrants and to set bond.

Kelley, just elected to a new term in office, is the Majority Whip of the State House.
